The training on flag state and port state control was held with the participation of experts in the field of maritime transport of Spain and the State Maritime Administration of the Republic of Azerbaijan. The inspectors, conducting above mentioned types of inspection were apprised during the training.
During the training, which took place from January 25 to 29, detailed information was given about the United Nations Convention on the Law of the Sea, the United Nations International Convention for the Safety of Life at Sea, the IMO Instruments Implementation Code, the Paris Memorandum of Understanding on Port State Control, the International Maritime Labour Convention and the provisions on the flag state and port state control mentioned in other international documents.
Furthermore, attention was paid also to the national legislative base. Thereby, normative legal acts were examined concerning the organization of the inspections in Merchant Shipping Code of the Republic of Azerbaijan, Statute on the inspection of Vessel Controls and Regulation on the navigation in the territorial waters of the Republic of Azerbaijan approved by the Cabinet of Ministers, as well as in other regulatory documents. At the same time, also information was given about the duties and powers, following the rules of ethical behaviour of inspectors regulating this process.
Local and international experiences have been shared concerning the verification of compliance with international agreements of the ships flying under the flag of foreign countries calling or leaving the ports of the Republic of Azerbaijan, their equipment and management, inspection, certification of the ship registered in the relevant registers of the Republic of Azerbaijan and flying under the State flag of the Republic of Azerbaijan, as well as conduction of inspection, including real events. The knowledge of the training participants in this field was enriched once again.
It should be noted that, foreign experts L.Fernandez, P.Donis, J.A.Conde, Azerbaijani experts R.Huseynov shared their experience and knowledge with participants on separate days of the training. The questions on increasing the responsibility of inspectors during the flag state and port state control, the fulfillment of the requirements of international conventions in this field, implementation of inspection in accordance with international standards have been responded by the experts. The participants were presented with certificates at the end of the training.
