On 04 May of the current year in the State Maritime Administration has been held the Steering Committee Meeting of the Twinning Project “Support to the State Maritime Administration to Improve Liability in Maritime Transport in the Republic of Azerbaijan” funded by the European Union .
In the Steering Committee Meeting along with the Member State and Beneficiary Country Project Leaders and Resident Twinning Advisors, participated the Programme Manager of the Delegation of the European Union to Azerbaijan, representative of Program Administration Office, as well as employees of State Maritime Administration.
In the meeting were delivered reports on the implementation of the mentioned project, was given the extensive information on the earned achievements and reached goals in the last period and the financial reports were presented to participants.

On 24-28 April of the current year in the State Maritime Administration of the Republic of Azerbaijan within the Twinning Project “Support to the State Maritime Administration to Improve Liability in Maritime Transport in the Republic of Azerbaijan” funded by the European Union was held the Training Course on “Implementation of the MARPOL Convention”.
The main purpose of the abovementioned Twinning Project is to increase the capacity of the State Maritime Administration in the implementation and application of liability procedures foreseen in the International Conventions concerning maritime safety and prevention of sea pollution in Azerbaijan in conjunction with the legislation of European Union.


With the organization of the State Maritime Administration and jointly with the Ministry of Emergency Situations has been held two trainings on “International Maritime Dangerous Goods Code”

With the organization of the State Maritime Administration and jointly with the Ministry of Emergency Situations, within the Twinning Project “Support to the State Maritime Administration to Improve Liability in Maritime Transport in the Republic of Azerbaijan” funded by the European Union on 18-21 April  and 24 – 27 April of the current year were held Training on “International Maritime Dangerous Goods Code” and Training for Trainers accordingly. Trainings took place in Azerbaijan State Scientific-Research Institute for Labor Protection and Safety Measures (ASSRILPSM) with the State Agency for Safe Working in Industry and Mountain-Mine Control of the Ministry of Emergency Situations of the Republic of Azerbaijan.

On 27 February – 3 March 2017 by the Head of the Ships Registration and Control on Ships Standards Department – Mr. Seymur Mirzayev and Head of the Law, Human Resources and International Relations Department – Mr. Farhad Mammadov has been carried out an audit of “Bereau Veritas” classification society according to the requirements of the 3rd Part of the “Code for Recognized Organizations” (RO Code) with the aim to evaluate the activity of the Recognized Organization or Classification Society, to determine its compliance with the requirements of the International Conventions and national legislation, as well as to ensure the implementation of the pertinent order of the State Maritime Administration “on procedures regarding inspection of classification societies approved by the State Maritime Administration for implementation technical control over the vessels that fly the State flag of the Republic of Azerbaijan”.


A meeting was held with Mr. Erkan Ozoral, Extraordinary and Plenipotentiary Ambassador of the Republic of Turkey in our country.

The main purpose of the Twinning Project , which of the implementation has been started on 16 November, 2015 is to increase the capacity of the State Maritime Administration in the implementation and application of liability procedures foreseen in the International Conventions concerning maritime safety and prevention of marine pollution in Azerbaijan in conjunction with the legislation of European Union.

To ensure maritime security, protection of human life and prevention of pollution from ships, according to the requirements of İnternational Maritime Organization RESOLUTION A.891(21) on “Recommendations on Training of Personnel on Mobile Offshore Units“, İnstruction of the Offshore Petroleum Industry Training Organization (OPİTO) on “Training of experts on prevention of emergency situations on oil and gas industry and effective management of the competence” is recommended to conduct special training courses, which names listed below, to all personnel of the ships involved in the development of mobile, stationary offshore units and hydrocarbon deposits. However, in the future conduct of these courses will be deemed necessary.

During the reporting period,  the activities on enforcement and regulation of government policy on maritime affairs provided in national  legislation has been carried out by the State Maritime Administration relevant to the Constitution, laws of the Republic of Azerbaijan, decrees and orders of the President of the Republic of Azerbaijan, international agreements which the Republic of Azerbaijan is party to, and  “Statue of the State Maritime Administration of the Republic of Azerbaijan”.
In order for ensuring implementation of the “Seaports Law of the Republic of Azerbaijan”, proposals on adjusting the laws of the Republic of Azerbaijan, acts of the President of the Republic of Azerbaijan and normative-legal acts of the Cabinet of Ministers of the Republic of Azerbaijan to the above mentioned law submitted to relevant authorities.
