\"Koroglu\" oil tanker was built in “Krasnoye Sormovo Shipyard in city of Nizhny Novgorod, Russian Federation in 2006. Ship`s length 145 m, breadth 17.30 m, depth 10.50 m, gross tonnage 7833 ton, net tonnage 3521 and deadweight 13030 ton. “Koroglu” carries out transportation of oil and oil products.

\"Azerbaijan\" passenger/ro-ro vessel was built in Pula Shipyard of Yugoslavia in 1985. Ship`s length is 147 m, breadth 17.50 m, depth 13.45 m, gross tonnage ton 11450, net tonnage 3435 and deadweight 3985 ton. The vessel of “Azerbaijan” performs carrying of passengers, carriages and cars in between Baku – Turkmenistan and Baku – Aktau lines.

\"Karabakh\" ro-ro cargo ship was built in Pula Shipyard of Croatia in 2005. Ship`s length is 147.04 m, breadth 17.50 m, depth 7.45 m, gross tonnage 8547 ton, net tonnage 3135 and deadweight 5985 ton. “Karabakh” ro-ro cargo ship performs carrying of cargo in carriages and transportation of cars.

\"Shah Ismayil Khatai\" oil tanker was built in “Krasnoye Sormovo” Shipyard in city of Nizhny Novgorod, Russian Federation in 2005. Ship`s length 145 m, breadth 17.30 m, depth 10.50 m, gross tonnage 7833 ton, net tonnage 3521 and deadweight 13470 ton. “Shah Ismayil Khatai” carries out transportation of oil and oil products.

\"Shusha\" oil tanker was built in “Krasnoye Sormovo” Shipyard in city of Nizhny Novgorod, Russian Federation in 2009. Ship`s length 145 m, breadth 17.30 m, depth 10.50 m, gross tonnage 7834 ton, net tonnage 3356 and deadweight 13008 ton. “Shusha” carries out transportation of oil and oil products.

\"Zengezur\" oil tanker was built in “Krasnoye Sormovo” Shipyard in city of Nizhny Novgorod, Russian Federation in 2008. Ship`s length 145 m, breadth 17.30 m, depth 10.50 m, gross tonnage 7834 ton, net tonnage 3356 and deadweight 13054 ton. “Zengezur” carries out transportation of oil and oil products.

STATUTE

I. General provisions

1.1. Control on ships standards and licensing department (hereinafter “department”) is a leading structural part of the State Maritime Administration (hereinafter “Administration”).
1.2. The Department in its activity is guided by the Constitution of the Republic of Azerb

aijan, laws, decrees and orders of the President of the Republic of Azerbaijan, decrees and orders of the Cabinet of Ministers of the Republic of Azerbaijan, the statute of the State Maritime Administration of the Republic of Azerbaijan, orders and decrees of the head of the State Maritime Administration (hereinafter head of the Administration), this statute and other normative-legal acts.
1.3. The Department in its activity works in mutual relations with the other structural parts of the Administration.

II. General duties of the department

2.1. The main duties of the department are the followings:
2.1.1. Organize control for ships structure standards;
2.1.2. Ensure application of scientific and technical achievements in the appropriate field taking into account the advanced international practice;
2.1.3. controls functions of classification societies carrying out activity in the Republic of Azerbaijan;
2.1.4. organize control for use of radio navigation equipments and networks by navigational officers, ship owners and port services in accordance with exploitation rules;
2.1.5. control for application of appropriate rules on prevention of collision of ships at sea and use of disaster signals (SOS);
2.1.6. taking part in the investigation of marine casualties and ensure registration of the mentioned casualties;
2.1.7. registration the ship ownership and other propriety rights (dəqiqləşdirilsin) as well as limitation of right to it in State ships registry;
2.1.8. survey the compliance of ships and objects of maritime transport field with the requirements of the international conventions and issuance of certificates in this regard;
2.1.9. Provide permission for construction of port facilities in accordance with legislation;
2.1.10. carries out control for load line;
2.1.11. carries out control for safety of registered fishing vessels;
2.1.12. surveys of ships in accordance with survey regulations, international requirements and standards;
2.1.13. In accordance with ship masters’ appeals and requirements of the International Conventions, ensure giving corresponding consents with regard to sailing periods and other appeals.
2.1.14. Within it’s authority to ensure implementation of requirements of the International conventions that Republic of Azerbaijan is a party;
2.1.15. carries out the state registration and state registry of ships flying the flag of the Republic of Azerbaijan (with the exception of small-sized vessels) in accordance with legislation as well as issuance of ship documents;
2.1.16. carries out other duties assigned to it, in accordance with legislation, as well as, mandatory orders and decrees of the Head of the Administration in compliance with the Statute.

III. Functions of department

3.1. Department carries out following functions:
3.1.1. Participates in investigations of ship accidents that happened in the territorial water of the Republic of Azerbaijan where Jurisdiction of the Republic of Azerbaijan applies and registration of these accidents;
3.1.2. Give references to new constructed bridge (quay) projects for mooring of ships and registers these bridges;
3.1.3 Prepares and approves requirements of related to objects, ships, ships’ technical equipments and construction, exploitation, repair and re-supply of other installations that fits in to appropriate field in accordance with legislation;
3.1.4. Prepares normative-technical documents belong to security maintenance of exploitation of registered ships and controls accomplishment of this requirements and norms;
3.1.5 Registers ships in State ship registry and issue appropriate ship documents;
3.1.6. Registers of ownership and other property rights to ship, as well as limits of rights to it;
3.1.7. Sets the activities of maritime registry (classification society) of the Republic of Azerbaijan in accordance with legislation, as well as the participates in authorization of the function of international classification societies in the Republic of Azerbaijan and controls of their activities;
3.1.8 Gives references about registered ships, standards of their engines, technical conditions, projects and security maintenance of exploitation according to its construction and to give consent exploitation of new ships models;
3.1.9. Takes measures implementation of scientific and technical achievements appropriate field by consideration of advanced international experiments;
3.1.10 Takes measure control of navigational and radio navigational equipments systems;
3.1.11 Prepares technical requirements and regulations about detention and exploitation of ships;
3.1.12 Carries out other functions of assigned to it by mandatory orders and decrees of the Head of the Administration according to legislation and including the statute.

IV. Rights of department

4.1. Department has following rights and functions for carry out its duties:
4.1.1 To request information about activities of ports which settle in the territory of the Republic of Azerbaijan;
4.1.2. To request documents and other necessary materials from structural parts of Administration to carry out functions that assigned to department;
4.1.3 To participate on issuing of permissions to foreign flagged ships for cabotage;
4.1.4. Takes necessary measures for provide invariable activities of appropriate field within own authorities in accordance with legislation;
4.1.5. To participate conferences, seminars, symposiums, meetings and other ceremonies within its’ authorities;
4.1.6. To present references and offers to administration about incoming application;
4.1.7. Carry out other rights about duties and functions that assigned to it by mandatory orders and decrees of the Head of the Administration according to legislation and including the statute.

V. to organize the activity of the Department

5.1. The Department is led by the head of Department who is appointed- dismissed by the Head of the State Maritime Administration of the Republic of Azerbaijan.
5.2. The head of the Department bears personally responsibility for fulfillment of duties and functions assigned to him.
5.3. The head of the Department’s responsibilities are the followings:
5.3.1. carries out general management over the activity of the Department .
5.3.2. determines division of work between the employees of the Department.
5.3.3. gives a presentation to the Head of the Administration with respect to the competence of the Department on incentive or disciplinary measures against the employees of the Department.
5.3.4. makes suggestions for improvement of professional skill and labour conditions of employees.
5.3.5 provides solution of other issues in accordance with legislation and the Statute of the Administration.
5.4. employees of the Department are appointed and dismissed to the position by the Head of the Administration.
5.5. employees of the Department are responsible for the performance of the work assigned to them.
