The International Ship and Port Facility Security Code (ISPS Code)
After the terror acts on 11 September 2001 in USA “The International Ship and Port Facility Security Code” (ISPS Code) which is Chapter XI-2 of SOLAS adopted in December of 2002 in London as addition to the “Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation” dated 10 March 1998 and mentioned Code is implemented by all member states of International Maritime Organization since 01 July 2004.
Consisting of A and B parts, “The International Ship and Port Facility Security Code” requests are determine mutual activities of ship and port facility for finding out unlawful acts on time and to prevent it which directed against people of maritime navigation, carrying goods, port constructions and etc.
Results of application of “The International Ship and Port Facility Security Code” in the Republic of Azerbaijan
The application of “The International Ship and Port Facility Security Code” in the Republic of Azerbaijan is carried out by State Maritime Administration of the Republic of Azerbaijan which is a member of International Maritime Organization since 1995.
The State Maritime Administration carries out control on implementation of the mentioned requirements of the ISPS Code on time by the “Azerbaijan Caspian Shipping” Closed Joint-Stock Company, BUE CASPIAN LIMITED, Baku International Sea Trade Port and etc. and by other local and foreign shipping companies having its activity in the Republic of Azerbaijan.
Control on ships security system
In accordance with Article 9, Part A of ISPS Code Ship Security plan should be developed to ships depending on type and purpose and each plan shall be approved by the State Maritime Administration.
According to approved plan ships are subject to the inspection for compliance of the requirements of “The International Ship and Port Facility Security Code” and as a result of survey ships have to be issued “International Ship Security Certificate” by the State Maritime Administration.
