In fulfilment of sub-clause 8.10.1 of 2019-2021 Action Plan aimed at the implementation of the “The Strategy for Civil Service Development in the Republic of Azerbaijan for 2019-2025” approved by the Decree of the President of the Republic of Azerbaijan No. 739 dated 23 November 2018, on 14-18 September of this year an educational training on "Ethical conduct of civil servants" was provided, in compliance with sanitary-epidemiological rules related to the fight against coronavirus (COVID-19) infection, in the State Maritime Agency for the staff each day consisting of different employees, by Elchin Aliyev, the responsible person on the ethical issues of the Agency, the head of the Human Resources Division of the Law, Human Resources and International Relations Department.
During the training, it was highlighted that the principal objectives of the “Law of the Republic of Azerbaijan on Rules of Ethical Conduct of Civil Servants” are to increase the prestige of government organizations and civil service, to enhance the confidence of citizens in government organizations and civil servants, to improve the efficiency and transparency in the activities of government organizations and civil servants, to ensure civil servants comply with the rules of ethical conduct, to open up opportunities for citizens to exert influence on performance assessment of government organizations and civil servants, at the same time, it was mentioned that every civil servant’s activities shall be guided by the rule of law, human rights, democratic principles and high standards of ethical conduct, also shall observe the rules and objectives of ethical conduct.
Moreover, the participants of the event were broadly informed about the norms of the “Law of the Republic of Azerbaijan on Rules of Ethical Conduct of Civil Servants”, related to the honest conduct, loyalty of the civil servants, the role of the civil servant in the enhancement of public confidence in the government organizations and civil servants, exemplary behavior required of the civil servant, impartiality of the civil servant, pattern of conduct required in the use of state property and information, ensuring protection of confidentiality.
Furthermore, the information was provided on the globally widespread coronavirus (COVID-19) infection, responsible behaviour and obligations of civil servants in these difficult conditions, as well as the importance of strict adherence to the requirements of the quarantine regime and abiding by the rules of personal hygiene, medical-prophylactic and taking preventive measures for the maximum protection against coronavirus were highlighted.
Additionally, it was brought to the attention of the event participants that the management of the Agency strictly monitors obedience to rules of ethical conduct, questions on other issues of interest to the participants were answered in detail.
At the same time, we would like to note that as a positive consequence of measures imposed by the Agency which have been aimed at civil service and human resources, during the current year no disciplinary actions were taken in accordance with the legislation against unethical conduct of civil servants and violation of the rules of ethical conduct.
